Billings Police Officer Involved in Fatal Shooting on Monday Night

Billings Police Chief Rich St. John has identified Richard David Ramirez as the man who was shot and killed by a Billings police officer in a press conference held at city hall today. Police Chief St. John explained that Ramirez was shot three times in the torso area and was treated on scene until he could be moved to Billings Clinic. It was at the Billings Clinic where Ramirez succumbed to his injuries.

The following is Police Chief Rich St. John’s full press conference.

According to reports from both Q2 News and the Billings Gazette, a Billings Police Officer was involved in a fatal shooting on Monday evening.

According to a news release from the Billings Police Department Chief Rich St. John, an officer was in the area of Fifth Avenue South and South 33rd Street at about 11 p.m. looking for a suspect in an armed robbery that happened on Sunday.

“The officer saw a red passenger car leaving the area with four occupants,” according to the release. “Further, the officer saw that the robbery suspect was sitting in the right rear.”

According to the Billings Gazette, the officer followed that car to Fifth Avenue South and State Avenue where he pulled the car over in an alley. The officer approached the vehicle and opened the car door to speak with the suspect.

BPD Chief then explains, “Preliminary information investigation suggests that suspect failed to obey the orders of the officer and made a threatening movement which resulted in the officer drawing his weapon and firing multiple rounds.”

The suspect was treated on the scene and then taken to the Billings Clinic where he later died. The name of the victim has not been released and the investigation is ongoing.

A press conference is set for 10 a.m. at city hall.
