When I first got to town I was driving through neighborhoods trying to find a place to rent. I came across an area where there were no stop signs. Two cars could be coming to the same intersection and choose to not stop and then there is a car accident.

Why are there no stop signs in certain neighborhoods around Billings? I came across another area that had an intersection with no stop signs and took the picture above. How do you figure out who is at fault if there is an accident? There is no way to point fingers when all four directions don't have to stop at the intersection.
