Government Check for a penny?

If you're like me, you get excited when you see a check has come in the mail.  It is time for tax refund checks and all.  My $2 check has already been sent by the state of Montana.  (yes it really was $2.00) Especially if you weren't expecting any money, it's like a deliverance from the Gods.

Now, imagine you open the envelope and find a check for $0.01!  Yep, some bureaucrat actually believed it was important to send a one cent check back.  Let's see, the average cost issuing a check like this, then putting it in the mail has to be $1 or more.

Problem solved!  We now know why the government is having such financial problems.
