Abuse Occurred at Wallowing Bull’s Residence in 2009
Court documents show the incident took place in 2009 and involved a minor, identified as John Doe. According to investigators, the minor had been drinking with Wallowing Bull at his residence before falling asleep on a couch in the basement.
Minor Fought Back and Escaped After Being Physically Blocked
Documents state that the minor woke up and became aware of inappropriate contact. He attempted to leave the basement, but Wallowing Bull blocked the doorway. After returning to the couch, the minor later woke again to a similar situation and tried to leave once again. Authorities say Wallowing Bull physically prevented him from leaving at one point, but the victim was able to fight back and eventually get away.
Investigators Found Evidence of Intent to Commit Further Abuse
Investigators determined that Wallowing Bull intended to remove the minor’s clothing in order to commit further sexual acts. The case was built over time using evidence gathered during the investigation.
FBI, BIA, and Tribal Investigators Worked the Case Together
The case was prosecuted by the U.S. Attorney’s Office. The investigation involved several agencies, including the FBI, the Bureau of Indian Affairs, and Northern Cheyenne Investigative Services.

18-Year Sentence Followed by Lifetime of Federal Supervision
In addition to the 18-year prison sentence, Wallowing Bull will remain under lifetime supervision once released. Officials say cases like this highlight the importance of reporting and investigating crimes involving minors, even when they occurred years earlier.
