BREAKING: Black Smoke from Phillips 66 Refinery in Billings

Billings Fire is responding to a fire at the Phillips 66 Refinery. It’s in an area of the refinery known as the Fines Pit. No injuries have been reported. A large black plume is visible across the city. The smoke is not lethal, and there’s no immediate danger to anyone in the area, but if you are down wind, it is suggested you relocate until the plume dissipates. There have been no call for evacuations and individuals can use their own judgement to shelter in place. We’re also told there’s is no risk of explosion.
As of 2:30 PM on Friday, February 9th, the Phillips 66 Refinery in Billings is billowing massive amounts of black smoke.
When called, Victoria Hill with the City of Billings said they are dispatching fire to the scene now, and the story is developing.
Victoria said she would provide more information as she finds out, and we will update this article when the information is available.
