There Aren’t Enough Refs in Big Sky Country

I saw an article in the Great Falls paper this morning lamenting the shortage of referees in Big Sky Country. Is there a shortage because they're not paid enough? Or is it more about just how blatantly cruel some fans can be? I've heard some pretty rough talk directed at the refs during my daughter's 7th-grade basketball games.
