What program?

A question for Rob Quist, what program or law in Washington is set up to benefit the Upper income earners?  Is it food stamps, health insurance through Obama-care, HUD housing or FHA loans?  The school lunch assistance program, WIC, the student loan program, which one?  WE also know the top earners pay 39.6% of their income in taxes so the tax system does not benefit the high earners either. So what law or program benefits the upper class?
