A Sign Promoting “Historic” Downtown Billings Broken Off From It’s Base

On my way to work I saw this Downtown Billings sign on 27th street broken off at it's moorings. What was weird is that I didn't see a dent where a car would have struck the sign. It's almost as if it fell on it's own. Hopefully no one was hurt.
